Mrs. Belvin was a native of Gloucester County and a member of Groves Memorial Presbyterian Church at Glass. Survivors include two daughters, Virginia Owens of Hayes, and Marie Leigh of Gloucester; a son, Thomas A.

She served as past president of the Hampton Federation of PTAs and the Buckroe Woman's Club. She also was a member of the Ladies Auxiliary of Newport News Post 176, Veterans of Foreign Wars. Mrs.
