    UPDATE: While Canada's Industrial Relations Board reviews the health and safety implications of a railroad strike, the strike deadline has been delayed.___Nearly 10,000 workers at two major railroads operating in Canada and the United States have voted to authorize a strike as soon as May 22, which would affect the ports and trucking as well as rail freight. Impacts could be felt by next week, as strike planning gets under way.Here are insights from our expert Scott Shannon on what shippers should know even if they don't move freight with the Canadian National Railway or Canadian Pacific Kansas City railroad: We jumped into contingency planning for our customers, because we have 100 years of experience moving freight to, from, and in Canada and know how much impact a simultaneous strike at both railroads could have. Historically, these labor negotiations have not been on the same timeline. When a strike happened at one of the railroads, freight could be shifted to the other. This time, that may not be an option. If workers at both railroads strike, it could paralyze the ports and trucking rates could spike because a whole lot of freight would have to find another way.About 70% of freight between metro areas in Canada moves by rail and half of Canada’s exports get to the ports by rail, not to mention all the global freight that comes into Canadian ports and all the cross-border freight between the U.S. and Canada. Even freight traveling between Mexico and Canada, which is the case for many automotive manufacturers, could get caught up in a strike.The Ports of Vancouver, Prince Rupert, Halifax, St. John, and Montreal all rely on rail for imports and exports. If containers can’t move, congestion at Vancouver especially would worsen. Dwell time at the rail ramps there is already averaging seven to 16 days. On top of that, dockworkers at three of those ports have been working without a contract and their cooling-off period has expired.At this point, our customers are primarily looking for over-the-road options. We’re helping shippers with alternatives now, because a typical freight train carries the equivalent of 300 truckloads and trucks will fill up fast.A parallel that comes to mind is when the border reopened after the pandemic shutdown. Same for when the mudslides in British Columbia cut the province off from the rest of Canada and trucking rates nearly doubled. Any time an event causes a surge in trucking demand and sudden tightening of capacity, costs in the spot market can rise dramatically. Because of C.H. Robinson’s extensive network in Canada, we anticipate being able to get trucks. But shippers who already rely on the spot market and rail shippers contemplating switching to trucks should both plan for the possibility of longer lead times.We may need to start executing these contingency plans as early as next week. The closer a strike date gets without a labor deal in place, the railroads start winding down some operations.
